Evans Bancorp — headquartered in Williamsville, New York, on the outskirts of Buffalo — is no stranger to adverse operating conditions.  “We’re based in Buffalo, so being out of the office for a day or two because of a snowstorm is standard operating procedure,” says Dale McKim, Evans Bancorp’s chief risk officer.
