The Coming Russell Rebalancing Judgment Day A year-plus in bank stock underperformance could hit several dozen community banks especially hard this summer, following the rebalancing of a crucial stock index. The Russell 3000 Index, run by FTSE Russell, tracks the 3,000 largest public U.S. companies by market capitalization.
